From Oct 2009 it will be ILLEGAL to work with children unless...
....you register with the Independent Safeguarding Authority.
Anyone working with children or vulnerable adults will not be able to work unless they pay £64 to register.
Any employer found to be employing someone who has not registered will be prosecuted.
The scheme will mean that 11.1million people will need to have their records placed on a database.
It is estimated that 1.25 million people will no longer be able to work with this client group as their records will show they have convictions (or police 'intelligence') against them.
The scheme will be largely self-financing. Individual applicants wishing to seek work with vulnerable groups engaging in regulated or controlled activities will have to pay a fee of £64. The fee will consist of two components – a CRB enhanced disclosure which currently costs £36 and the cost of an ISA registration which will be £28.
Volunteers will not have to pay a registration fee.
